Billy Moore Joins Cardno TBE as Senior Project Engineer & Manager / Cardno TBE Louisiana Office Expands and Moves to New Location

Baton Rouge, LA – Cardno TBE, a full-service civil/environmental engineering and consulting firm, has relocated its office into expanded facilities at 12030 Lakeland Blvd, Suite 105 in Baton Rouge. Cardno TBE is also pleased to announce that, John W. "Billy" Moore, PE, has joined the firm as senior project engineer and manager.

Mr. Moore will be responsible for the planning, implementation and management of all subsurface utility engineering and utility coordination projects throughout Louisiana and Arkansas.

According to Jim Allen, PE, Director for Cardno TBE and Branch Manager, “The larger office will allow us to continue to serve the expanding subsurface utilities engineering and utility coordination needs of the Louisiana Department of Transportation and Development (LA DOTD), parish governments, cities, engineering consultants and projects owners located throughout the area. The original office opened in 2004.”

Prior to joining Cardno TBE, Mr. Moore was the manager of utility relocation for the joint venture firm responsible for the $100 million of utility relocations as part of the $4 billion LA DOTD Transportation Infrastructure Model for Economic Development (TIMED) program.

“Mr. Moore also previously served as design engineer or project manager for over $8 million of utility relocation projects for the utility companies in four different DOTD districts through Louisiana,” said Mr. Allen. “His combined experience working for the LA DOT, utilities companies and consulting firms will provide Cardno TBE clients with unparalleled service, efficiency and value.”

Mr. Moore is a registered Professional Engineer in the state of Louisiana and holds bachelor and master’s degrees in civil engineering from Louisiana Technical University in Ruston. He is also past president of the Louisiana Engineering Society, the Louisiana Section of the American Society of Civil Engineers, the American Council of Engineering Companies-Louisiana, and the Louisiana Water Environment Association.

Finding Underground Utilities Before the Drilling Rigs Do

An automated people mover (APM) system, part of a $2.6-billion capital development program, is currently under construction at the Dallas/Fort Worth International Airport. The project requires approximately 500 pier shafts to support the train system. Drilling these shafts, however, could result in conflicts with underground utilities, including airport's underground jet fuel distribution system.
