Ed Kelly Appointed Right-of-Way Services Division Leader for TBE Group

Responsible for TBE’s national right-of-way acquisition/relocation and outdoor advertising services.
Based in TBE’s Columbia, South Carolina, office.

COLUMBIA, SC – TBE Group, a full-service international consulting, design and engineering firm, is pleased to announce the appointment of Vice President Edward V. Kelly as Division Leader for the firm’s Right-of-Way Services Division. Based in TBE’s Columbia, South Carolina, office, Kelly had served as Interim Division Leader since September 1, 2006, after serving as Deputy Division Leader since 2004. As Division Leader, Kelly has overall responsibility for TBE’s national right-of-way acquisition/relocation services and outdoor advertising (ODA) services.

Kelly has been with TBE since 2001 and has directed the expansion of TBE’s right-of-way negotiation/acquisition/relocation services throughout the country. He joined TBE with 24 years of experience in the right-of-way field with the South Carolina Department of Transportation (SCDOT), where he was Director of Right-of-Way, responsible for managing all of the agency’s right-of-way activities.

Kelly received his BA degree in Business Administration from Columbus College. A member of the International Right-of-Way Association (IRWA), Kelly has completed several IRWA courses, including Relocation Assistance; Appraisal Principles, Methods and Techniques; and Capitalization Theory and Techniques. Kelly has served as a member of the Executive Board of the American Association of State Highway and Transportation Officials (AASHTO) Right-of-Way and Utility Subcommittee. He is also a licensed real estate broker in Georgia and North Carolina.

A Process Named SUE

Southwestern Region is assessing a new utility location/identification process to ensure project employees have all the information they need on the job. This process, called Subsurface Utility Engineering (SUE), identifies utility infrastructure buried underground, and is intended to help keep projects on-time and on-budget, minimize work-related delays, and improve safety. The interchange upgrade at Homer Watson Blvd. and Highway 401 in Kitchner is the first MTO project to use this process.
